no it's not necessary. you can take it off. that's only holding the rotor in place.

Loosen the screws on the cap and there is a single screw holding the rotor to the shaft

To change the brake rotors on a 1991 Honda Civic raise the vehicle. Remove the wheels and brake caliper bracket. Remove the brake pads. Loosen the rotor mounting screws and replace the rotors.
Take the caliper and caliper mount off the knuckle and there will be two Phillips screws on the front of the rotor. Take the screws out by using a impact screwdriver or a air hammer. You won't be able to take them out by hand.

well first u gotta get the caliper housing off then just take your impact screwdriver and remove both counter sunk screws and beat off rotor in a star like pattern side to side ect.......

I want to know. Chilton's says remove the four screws from the back and the rotor assy should drop out. Not so! there is a trick and I want to know what it is!
there are two screws that hold the rotor to the hub. be careful not to damage the screws.
Remove wheel. Remove Brake assy. Remove two screws on rotor. Remove Rotor. Replace Rotor. Tighten Screws. Reinstall Brake assy. Reinstall wheel.
