Luxor has all inclusive deals. Only through their website directly. The rooms aren't as nice as some of the nearby top of the line hotels, and the places at the Luxor are a bit cramped.

At 250 a night for a basic room (non suite).. and only given access to Luxor Buffett / Luxor shows... I would be willing to wager you can probably find that same "deluxe" Luxor room for 40-60/night on vegas.com/hotels.com for similar dates. This will free up a HUGE chunk of cash for food and freedom to explore nicer places up and down the strip...
Vegas isn't an ideal city for an all inclusive experience. The strip beckons, and having to go back to the Luxor for every little thing will definately be a hassle.
I just researched the crap out of LV as I just booked a suite at the cosmo for a couple of nights for a Valentine's Day surprise. Initially I really wanted to get an all inclusive kind of thing and I found it at the the Luxor... but as I recall our last adventures in Vegas... it just wouldn't work. Keep your money for a better room. The views / amenities are the things that impress... not perpetual access to a sub par buffett.
Without looking this up, They probably do. Alot probably offer discounts and different things for the casino's and what not. A normal person would probably have to pay more if they didnt stay at a hotel.
