Thay are born with them.
Dalmations are usually born white. Their spots start to appear when they are a couple of weeks old.
King cheetahs are cheetahs with genetically changed genes, so when they are born, their spots are all connected to form stripes. Regular cheetahs are just cheetah with normal spots.....no stripes.
I see you care about animals too. I am a animal-hugger and think zebras get their stripes as a genetic thing, they are born with stripes. The stripes are developed in the mother's womb, and become more prominent as they age.

They will continue throughout life to develop spots but at a slower rate. Spots range in different sizes and sometimes in different colours (blue, grey) other than your typical black or brown.
Fawns(baby deer) Have "white" spots on them because it fools predators into thinking that it's just the sunlight coming through the leaves
When they are born they have no fur. When there a few months I,d I think that’s when they get stripes.
