If you don't want to have to use your computer, there are external capture cards available. Yet they are a little bit more expensive then an internal video capture card.
Yes there are video capture cards that support an external DVI monitor, But the whole point of a video capture card is so that the operating system can both control and use it. If you need to have the signal fee out of the PC and onto a plasma or big LCD, then you would use the PC's graphics card which would have its own DVI port.
My best guess is that the best place to inquire about video capture cards would be Best Buy. The price will depend on the features desired, as with any other product.
External video cards can be purchased from a number of retailers. They are available at any electronics stores such as Best Buy. They can also be purchased directly from the manufacturer of the type of video card that one is looking for.

Video capture cards can be used with any device that has a compatible video output. They are most used with camcorders to transfer content from tape to a computer for editing or mastering but they can also be used with video reorders and players, DVD players, television receivers and security cameras to name a few.
yes there is and they work for any system ( like capture cards are supposed to )
After much time and research I must tell you that I cannot find any free video capture software available.
The most popular seller of any computer parts not just video cards is newegg.com. If you want to compare video cards I would recommend gpureview.com.
If your laptop has an S-video socket on it, it is most likely for OUTPUT only. It allows you to display your computer screen on a television but does not take into your computer any information from an external device such as the DVR. In order to bring information outputted by the DVR into your computer, you need a 'video capture device' installed on your computer. Since this is a laptop, get a USB video capture device, not PCI card, and its bundled software will allow you to watch and capture/record what is outputted by the DVR using your computer.
any pci or pci-e video card. such as ATI Radeon video cards (not agp ones) or NVidia GeForce video cards (again, excluding the agp ones)
You can find a video card at any computer shop or somthing like that.
