Kvatch aftermath and kvatch rebuilt they both make you count of kvatch but they go through diffrent steps to get there.
Chrysamere doesn't appear in vanilla oblivion, and I'm not sure of any mods that add it.

In a literal sense, you cannot "smash heads". That is you won't be seeing any brain matter anytime soon. The PC version, however, may have mods to increase the in-game gore. Note: Xbox 360 version has "NO" modifications (mods).
Are you using any mods for your game? Mod conflicts can cause crashes upon start up. If you aren't using mods, I'd recommend uninstalling and reinstalling your game. Oblivion, while wonderful, is full of bugs, and they have an entire page dedicated to solving them.
