Yes there are. Under the federal law any child who is abused can go to any teacher, counselor, policeman, social services, doctor or nurse and tell them they are being abused. The law states that this person MUST report the abuse to the proper agency within 24 hours after they have talk to the child. This person does not have to determine if the abuse actually happened just that there is the possibility that it did happen. The police or social worker will determine if there is abuse.

Parents neglect their children because they are either busy or they have more important priorities. Sometimes adults who have children have mental disabilities which dis-enable them to look after their children, this means they might subsequently ignore their children. So does that mean that a child should get attention ONLY if the have a mental disiability? I find this comment offensive and infuriating. Im going to report you.
