The Wii U does not need an Internet connection to use it. It can be played offline, though you will not be able to access Miiverse, the Nintendo eShop or any other online functions.
While the Nintendo 3DS is region locked, if you purchase Pokemon X and Y from the Nintendo eShop or buy the game from your local store (or any PAL region store), the game will work on a European 3DS. It will only not work if you buy an American or Japanese version.
Flipnote Studio is not yet available for the Nintendo 3DS, nor will a separate 3DS version be made. When the eShop launches in late May, you will be able to download it as well as any other DSiWare titles, or you can transfer it over from a DSi.You currently cannot transfer Flipnote Studio or any other DSiWare application to your 3DS. This will become available via a system update in the coming months. It should be here in may. :)Currently the 3DS does not have its own application like Flipnote Studio. However, you will be able to purchase it and most other DSiWare titles when the eShop launches in May.
Your first port of call should be the Nintendo official site. They have troubleshooting information, a replacement parts store, and also a visual parts finder if you are unsure of the correct name of any part. Is your Wii still under warranty?

All Nintendo DS are region-free, there is no regional lockout. Any Nintendo DS game will work with any Nintendo DS, and any Nintendo DS game is compatible for multiplayer with another Nintendo DS game, of a different country of origin. I DON'T KNOW!!!!!!!
