Ursaring is a Johto pokemon unavailable in Firered you will only see certain trainers use it but you cannot actually capture one. No, I'm afraid you can't. Nintendo released Pokemon FireRed & Pokemon LeafGreen for the GBA which is a remastered version of Red & Green(japanese), and you can only catch the original Pokemon and you trade them to your Emerald from there. I wish I could so I could clone migrate and have one on all my games: red yellow silver gold crystal leaf green emerald pearl platinum hg and ssand soon white.
If by cloning, you mean to get an egg from two Pokemon, then yes. You must go to the day care center on the island, I don't quite remember which number it is (but it's the center that you can store two Pokemon in). There, you either use a ditto and a Pokemon, or two Pokemon of the opposite gender. Please remember, certain Pokemon cannot be bred.
Here is one thing. You can catch them in certain areas or find a friend who has Pokemon Leafgreen, Firered, Sapphire, Emerald, or someone who also has Ruby that can trade you some of those Pokemon if they have it. Another thing is buying a cheat. The cheat for the GBA will have codes to get any item or Pokemon avalible in the game.
