Probably because there are not enough questions about it, or because nobody has requested the category.

There is no "One Republic" category on this site because there aren't enough questions to qualify. To qualify for a new category there should be close to 400 questions of the subject.

There are no rules per se. To put a question in the Most Amusing Questions category, you simply need to have enough stars or ratings.
Why is there no Lucky Star category on this site?
New categories are added if and when there are enough questions on a topic to make it worthwhile.Until it becomes a separate category, Lucky Star questions should be in the Anime or Manga category.If you do see a lot of questions on a topic you are interested in, you can request a new category (see the the Related question).

Why doesn't WikiAnswers have a category for Aerosmith when there are categories for other groups?
There are currently not enough questions on this band to warrant opening up a category of its own. If and when we do have sufficient questions on Aerosmith, however, we would be happy to open such a subcategory.

Many questions should be removed from WikiAnswers, but when it is removed from the data bases completely, people can just ask it again. There is a category called the 'Catch-All' category, and every question in it is the storage question to all answers that shouldn't belong on WikiAnswers. This category of questions has storage questions from having not enough information, to relating to cyberbullying.

Why isn't furries a category for WikiAnswers questions?
At the time that is question was ased there was not enough questions related to the topic to create one. Since then more furry questions were asked and a catigory was created.
