I'm going to guess that you are asking about laws regarding unlicensed tattoo artists? Blanket answer? There are laws AGAINST them. They vary in severity depending on where you are, but most places have pretty solid laws stating that you must have a licensed establishment, be it out of home or not.
Everything depends on the laws of the state in which the tattooing occurs. In the State of Louisiana in order to be a professional tattoo artist in a shop you have to have paid the appropriate fees and been CPR and Bloodborne Pathogen certified as well as health inspections by the state. There are no laws against tattooing from home except that if you are making any money at all it needs to be filed with the IRS in which case it would be considered an "at home business" and since no dining room would be certified by the state health inspector for tattooing that makes things a bit difficult. I would also be concerned with sterility as there are some pretty gnarly infections out there as well as other bacteria and viruses that people may or may not know they have that can be easily transmitted if extreme precautions are not made. I have done lots of tattooing out of my house but i clean clean clean with chemicals used in tattoo shops that kill every type of virus out there. I also do it as a hobby just for the art of it... It all boils down to what is legal in your state... it is not legal in prison but we all see what's out there now don't we.

You may have trouble finding someone that will put a tattoo on someone that young. The law is that an individual must be an adult. If they are not, they have to have notarized permission from the parents. The shop will provide the specific requirements they need to be met.

No, in the state of Arizona you do not need a lisince to tattoo or a certificate. The only regulations are that you tattoo out of a facility that follows the state procedure, (hard solid floors, propper sterilizing equipment, sink with hot running water, etc.) The actual law states it is unlawful for a person to perform a tattoo business out of their home or any unfit structure.
