Definitley not, white people make up 75% of the USA's population, while black people only make up 12% (numbering 30 million). Althought black people make up a majority in some cities such as Detroit, DC and Atlanta, they have never surpassed white people to make up a majority of America. they came closest when they reached 20% by the time of the American civil war.
