One fuse panel is inside the engine compartment, back left corner, inside the black plastic. Just pop off the top panel. The second one is suppose to be "inside the instrument panel on the passenger side" of the interior. I looked all around, found the inside air filter behind the glove box, but could not find a simple panel that would pop out. Would someone have to take off the ENTIRE INSTRUMENT PANEL??? I can't see it being that stupid.

More than likely the fan works however the ECTS needs to be replaced. This sensor is used by the PCM to turn the fan on and off. The relay is the same as the a/c relay IIRC. Switch relays to determine if the relay itself is bad. Relays are in the fuse box under the hood
