Dogs sniff each other as a greeting; sort of like you would give a handshake to say hi to someone you're on friendly terms with. This isn't harmful or wrong, so you shouldn't stop your dog from doing it; on the contrary- it means you dog is friendly!
Dogs can mount each other for mainly two reasons. There's the sexual mounting, the one in which they hump, and the non-sexual mounting. The first one is to try to copulate, while the latter is done to show dominance over another dog. You can stop your dog from doing both of them like you would stop him/her from peeing in a carpet; it's all about training, discipline and being the alpha of your "pack" (remember dogs have pack mentality and, therefore, in order for them to do what you say they must consider you their "pack" 's alpha).

I'm not exactly sure, but, I think that wolves have better smelling abilities than dogs because, they are more wild and really need to use their senses to hunt prey and to survive. Also, it depends which dog it is and what breed it is, some dogs have better smelling abilities than others.
