first off are they disk brakes, (like the front one)? or drum brakes?

Brake rotor/rotors are out of round / warped. Check rotors and REPLACE as needed.
You may have a bad valve, did you replace the rotor and cap? Check the cap for cracks.
Generally they are only replaced when needed, but since they are cheap, if you replace a rotor it should also get new ones or if you replace 1 that is bad, you should also do the other on same rotor (usually 2 on each)

You need a special ratchet tool that fits into the two grooves on the caliper cylinder. Twist the caliper clockwise to depress the cylinder. The rotor should fit in between the pads nicely.
The rotor will have to be removed from the car. It can be resurfaced by mounting it on a special machine that slowly removes metal from the rotor until the rotor is smooth.
