Yes, but only in sanctuaries, zoos and by as owned by private citizens. Grey wolves do not roam freely in America anymore except where they've been re-introduced, such as in Arizona and in Yellowstone National Park. Most free roaming grey wolves exist in Canada and Alaska.

No, it is not legal. Kentucky only allows wolves for educational, scientific, or research purposes which has to be approved by the commissioner.

I've lived in Western Kentucky (the Purchase Area) for almost 30 years and the only wolves I have seen while hunting or otherwise were ones that people had chained up as pets, which typically are not 100% wolf.
