No Treyarch who developed Call of Duty Black Ops are hard at work trying to make a new game in time for the November 2012 release. It is still to early for a title or platform announcement for the game.
PS Vita is not going to get a Black Ops. Treyarch is developing a new Call of Duty series game and whether anyone is working on a PS Vita version has not been announced.
