When will slifer be legal?
It is currently uncertain when slifer will be legalized. However, Obelisk The Tormentor and The Winged Dragon of Ra have legalized versions, so the chances of Slifer being legalized as well are good.

The answer to this question cannot be determined with Slifer the Sky Dragon or The Winged Dragon of Ra because Slifer the Sky Dragon's legal copy has yet to be released and because The Winged Dragon of Ra's (legal version) effect allows a Player to pay Life Points until they only have 100 left to add to the ATK of The Winged Dragon of Ra equal to the amount of Life Points paid.Considering only ATK and DEF, Dragon Master Knight has more ATK and DEF than Obelisk the Tormentor in a sense that it is "stronger".

There is currently no game-legal print of Slifer the Sky Dragon. Obelisk has a TCG and OCG print, Ra has an OCG print, so there will eventually be a legal Slifer.

The legal version of Slifer was released in December 2011 in Japan, and the end of June 2012 for US/CAN.
Like 'Obelisk the Tormentor' are they making a 'Winged Dragon of Ra' and 'Slifer the Sky Dragon' Shonen Jump versions?
Japan gets theirs earlier than we do in the west. The legal version of Ra has already been released in Japan, so the English print should follow. Since they've done Obelisk and Ra, there's no real reason to think they won't do Slifer too.
When does the new slifer the sky dragon come out?
The legal Slifer has already came out in the Shonen Jump magazine they will most likely reprint it soon like they did with the other cards.

Yes - Shonen Jump last year released a tournament legal, Effect monster version of Obelisk the Tormentor. Winged Dragon of Ra has likewise been released recently. Slifer however has not been announced yet.
