They are legal everywhere, just as it is legal to photograph someone in their house from the street if their blinds are not drawn, the supreme court ruled that everyone is entitled to a "bubble" of privacy within two-three feet of every area of their body, so it is illegal to take pictures up somebody's skirt without them knowing, or to sneak onto someone's property and try to photograph them if their blinds are drawn, but not to take pictures of someone that is fully visible in public, even if they are inside personal property like a house or car. On a brighter note, these traffic cameras may not even have film in them as it is very expensive for the city to upkeep, they may just be for intimidation purposes.
