A man is not a cross-dresser simply because he wears a skirt. A cross-dresser is someone who is trying to pass as a member of the opposite sex. Many men wear skirts simply because of how comfortable they are. It has nothing to do with fetishes. And if you don't think someone could find a skirt to be more comfortable than pants, I suggest you search the internet and you will find thousands of women who feel they are. I am amazed and bothered at how lacking in empathy some women are for a man wanting to wear a kind of clothing that men were wearing in western countries just a few hundred years ago and which men wear today in countries all over the world. One would think that women would be more understanding given what they went through in order to have the right to wear pants, having to battle against laws that made it a crime, that forced them into psychiatric treatment. In the 60s we fought against a culture that tried hard to regiment people to fit into a narrow definition of how a person should be, that did not allow people to be unique and treasured for their uniqueness. Was it all for nothing? Are women so lacking in empathy (and I say women as clearly some of the answers below that are negative come from women) that they would shame men for simply wanting the same freedom that women have? I suppose such a woman is not worthy of a man who, finding he enjoys wearing skirts, has the guts to wear them despite the social stigma.
While I do think men should be able to wear whatever clothing they want, I will be honest and say I don't find it very desirable or attractive. If a man I was with turned out to be a crossdresser, I'm not sure I could accept this. I would think it is a fetish greater than I am willing to gratify, or in extreme cases, gender confusion. If a stranger on the street was crossdressing, I wouldn't say or do anything. It isn't my business. But I wouldn't think positively about it.
What defines feminine and masculine wardrobe has changed throughout history and it is based on common consensus. There is no clear definition of it, but just because men wore heels in the past does not mean we should make ourselves believe that they are "masculine." If you're trying to live among a modern society, wearing high heels (or a skirt) is going to have a variety of reactions, much of which will be negative, because it is widely regarded as feminine wardrobe in today's etiquette. Obviously, you can go against etiquette and wear what you please, but be advised that not everyone will be the nicest about it.
I think that all men should be truthful enough as to wear whatever they want to wear. because of official stereotype, associational, perceived dress codes are that men need to wear skirts more often to get rid of the ideas from the Normality perceived ideas. because men also want to look beautiful and that bearing in mind men do have external genitalia because of this the thickest part of men's clothing is surrounding the genitalia thus sometimes making men feel injured and angry because of overheating and killing valuable sperm cell. That is why men need to wear skirts to allow for natural ventilation to the gonads.
Basically, I find it quite refreshing thinking that other men and their partners do love each other no matter what and help each other in any way, weather shopping and listening to each other - also quite sexy!

The short answer for most people is that it is a fetish. Most people have some type of fetish, known or unknown. Just go to any truck stop and see how many men wear high heels (AKA Cowboy boots). You may be surprised.

If a man likes Women, that makes him Heterosexual (straight). If a man likes men, that makes him Homosexual (gay).
If a man likes Women's shoe styles or other feminine things, it could be said that he has a heterosexual fetish. If a man likes men's shoe styles or other masculine things, it could be said that he has a Homosexual fetish!

I think men should be able to wear skirts as they used to wear them not so long ago. I am not sure about high heels. I have never been a fan of high heels even for women. Plus there are not good for your feet and very uncomfortable. Skirts on the other end are very comfortable especially for men, since they keep the man cool between the legs and this is a good thing.
I think that men should be able to wear what they want. I have worn skirts, high heels, nylon stockings (thigh highs), panties, Bras, full length slips, and garter belts. These items feel good to me. I normally wear these items in the privacy of my own home, but I have worn them as I have travelled in various parts of the country.

The choice in clothes does not define who you are. Men wearing feminine attire does not make them gay or any less of a man. Perhaps they are 'metrosexual' or desiring to get in touch with their feminine side or perhaps just like the look and feel of the clothes.
Not long ago, and in some places today like Scotland and the Arabic areas, men wear skirts (kilts) and dresses. Centuries ago, men use to wear the same togas and tunics that women did (AKA another name for a dress). In Ancient China and other oriental places as well as middle eastern places, men wore makeup and earrings. Just like women did.
That did not define their sexuality nor made them any less of a man.
In fact, keeping the testes cool by wearing skirts/dresses increases male fertility. It is a well known fact that tight fitting clothing or clothing that doesn't breathe well reduces male fertility.
It's only in the Christian world and in places that are 'Americanized' that men no longer wear female attire.
The stigma of a man 'looking like' a man (eg., macho, anti-feminine, etc) is a Christian concept more than any other idealism.
Did you know that before the advent of modern thermal underwear, professional American football players used to wear pantyhose to help keep them warm? And it gave whomever wore that the advantage of both keeping warm and the ability to perform with less hindrance than the old thermal underwear used to give? Did that make them any less attractive or not masculine? Women STILL clamored after them.
Just because a man wants to wear feminine attire in any form does not make him mentally ill. J. Edgar Hoover allegedly wore female attire.

To answer your question, 1) Baptist women, or just women in general don't have to wear skirts all the time because it is forced. It is a choice. 2) Not all baptist women wear skirts only. Most women that wear skirts only that are baptist are fundamental baptist. Being skirts only is a choice, and a conviction. Me, my sisters and mother are all skirts, because the bible clearly says in Deuteronomy 22:5 (KJV) - "The women shall not wear that which pertaineth unto a man. Neither shall a man put on a women's garment: for all that do so are an abomination to God." I think God clearly states what women should, and should NOT wear. That is why some women wear skirts only. Because pants on women were always, until the 20th century (caused by rebellion) considered unthinkable and scandulous. Pants truly are a man's garment.
