If you are referring to a commercial truck tractor, yes. If you have a Class A CDL, you can operate vehicles requiring a Class A, Class B, or Class C CDL, so long as you have the necessary endorsements for that vehicle. A quad axle dump requires no endorsements - however, you would not be able to operate one with an "L" (no air brakes) restriction on your licence.
Added: If you are referring to an agricultural tractor licence - the answer is no. Regardless of what use they may occasionally be put to, quad ATVs do not qualify as agricultural tractors.

If the engine is at least 50cc then yes you can - the same rule applies to quad bikes as motorbikes. I recommend getting some good insurance though.
No, a quad has 4 wheels and a bike has 2, the insureance and tax would be compleatly different.
