There is no saying that buses aren't allowed on fast lane or slow lanes. It largely depends on the speed those buses are actually travelling in. For different countries, there are different road rules, travel on the slow lanes if buses are travelling on a relatively slow speed to avoid road hogging, while for fast moving buses, they can travel on the faster lanes if they can maintain speed to suit the road condition.

When I went through a driver update(for my company), the LEO said that school buses are not allowed to discharge passengers that would go across a four lane road. Therefore the vehicles travelling in the same directions as the bus must stop but vehicles going in the opposite direction are not required to stop.
It depends on local ordnances. In some jurisdictions, they may be specifically granted similar permissions to do so (like those granted to school buses). In others, it may actually be illegal for them to do such, even if they do it anyhow.

School buses can have stops on the interstate. I have been driving for 19 years and 7 of those years, I have had a stop on the interstate. it was an 8-lane....... only the drivers on my 4 lanes had to stop. I would put on my amber flashers about a mile early and everyone stopped!!!
