Floods can be controlled through forest and soil conservation and by building structures such as levees and dams
Dams are in front of the flow, levees are at the sides.
Dams, dykes, and levees are built to control the flow of water.
So when their dams and levees fail they have a plan B.
Dams serve the common purpose of retaining water.Other structures like floodgates or levees are used to manage or water flow into specific land regions.
Measures to control flooding include artifical levees, flood control dams, and placing limits on floodplain development.....:-)
The Sumerians used levees, canals, and dams for controlling water. These are all different systems of irrigation. With levees, canals, and dams the Sumerians had a reliable water source. They had plenty of water for their crops. These systems of irrigation helped bring neighboring communities together. When there was a problem with the dam, canal, or levees, the people around would help each other out by taking care of their systems of irrigation

Man Made dams are constructed for several reasons. One may construct a dam to balance water height or achieve agricultural irrigation.
