"It's a cold world" is a common phrase made famous by a ride in Wisneyland (often confused with Disneyland) called "It's a Cold World." Now you make think that it sounds like a knockoff of "It's a Small World." And you are right! Wisneyland is a theme park in Oakland, California which is basically an emo-Disneyland. All workers at Wisneyland are required to have at least one visible tattoo. Since the people who all work for the "It's a Cold World" ride are a cult and workers are required to have a tattoo anyway, the Cold World Cult (aka CWC) decided part of the initiation into the cult would be getting a tattoo in honor of it.
