The word that probably goes in the blank is "govern," but that seems like an overly simplistic explanation for the many reasons leading to the Civil War.

The civil war was about the southern states trying to break away from the union, (which they should have been able to.), But because of Mr. Lincoln using militarial force, we have no states rights.
