A simple majority is required for a session of Congress. This is known as a quorum. Since the Senate has 100 members, 51 of them must be present. And since the House has 435 members, 218 must be present.

An ordinary bill requires majority of more than 50% of voting members in both houses. A constitutional ammendment bill require special majority i.e., more than 50% of the total members of that house and 2/3 of the members the present voting members.

No one can force any legislator to be present, however both the House and Senate have Majority and Minority Leaders who will bully or cajole members of their parties to be present for votes that are critical to their parties. In the House, each party also has a 'Whip' who assists the party leader.
