I would suspect that sounds in the frequency range of the human scream (3-4 KHZ) could do this. However, any sound that accompanies another action that is scary will continue to trigger a fear reaction even when only the sound alone occurs. Think of the low-bass sound in Jaws each time the killer shark appeared. By the middle of the movie, you were probably afraid as soon as that music began. Consider also the sound of a car horn that preceded an auto collision you were in, and how that sound can instantly cause the fear and recollection of the collision.
