at the bottom of the hill
When the roller coaster - or any object, for that matter - is at its highest point, it has more potential energy than when it is at a lower point.
It is when the car is at its highest point.
At that point the roller coaster car has maximum potential energy and zero kinetic energy.

To bring the riders back to the starting point.
kinetic energy is energy in motion. potential is like a roller coaster you start at the bottom and go up to highest point of the coaster and yougain potential energy as you move to the highest point of the coaster and when you go down the peak point the potential energy the coaster was gaining is transferred to kinetic energy.
When going around a corner
The smallest roller coaster at Cedar Point is Wilderness Run. It is a kiddie roller coaster that is only 19 feet tall and goes 6 mph.
The top of the first hill. This is where the coaster has its greatest amount of potential energy which is converted to kinetic energy as it moves along the track.
The newest roller coaster for Cedar Point is GateKeeper. It opened in May, 2013.
The motor that drives the chain is being fuelled with electrical energy, which it converts into kinetic energy to move the chain. The chain supplies the rollercoaster carriage with kinetic energy and (hence why its harder to pull something up a slope) gravitational-potential energy. When the chain releases the carriage, and it speeds down the track, it converts its GPE into kinetic energy and thermal/sound wastes.
GateKeeper is the newest ride at Cedar Point which opened in 2013.
