In computer networking, bandwidth (or data transfer speed) is measured in binary bits per second (bps) or bytes per second (B/s), where one byte is equal to eight bits. For example, a broadband connection speed of 8Mbps would theoretically allow a user to download 1MB of data every second.

Does pcie 3.0 boost performance of pcie 2.0 cards?

Not really, PCI-e 3.0 just offers an increase in bandwith to high end peripherals such as grpahics cards. Although no graphics card to date has come close to maxing out the full 3.0 bandwith. Even PCI-e 2.0 graphics card didn't come close top the cull bandwith of 2.0 x 16 lanes. however, most 3.0 graphics cards will experience a bit of increase in bandwith when in a 3.0 slot. FYI 3.0 cards will work fine in 2.0 and 2.1 PCI-e slots, they will just max out the bandwith if they experience a high load. In my opinion, PCI-e is kinda a joke untill they begin making graphics cards that will experience moar benefits from the increase in bandwith.
