You need to take it in to a store to be relaced, and they just put the laces threough the holesand tie it it underneath the leather at both ends.

But are they "relaced"? If a llama or alpaca was laced, and then shaved for it's warm and soft fur, but then the fur grew back, that camelid would have been "relaced". So, technically, llamas and alpacas can be relaced.

More likely a charging fault. Check stator, rectifier and regulator. A faulty ignition coil would cause misfire, scant acceleration and lumpy idle.
when you remove the instrument cluster the bulbs can be changed from the back side they are in a gray or black holder that are relaced by making a quarter turn and pulling the bulb out. to get the IC out you have to remove the trim panel and the ic is held in by four bolts.
I would try checking the engine fan to make sure that it engages when it gets to operating temp.
