when you remove the instrument cluster the bulbs can be changed from the back side they are in a gray or black holder that are relaced by making a quarter turn and pulling the bulb out. to get the IC out you have to remove the trim panel and the ic is held in by four bolts.
To fix the 1995 Suburban instrument lights, check the light fuse first. Check the light switch. If these are ok, then check the instrument cluster for proper power and ground connections.
You have to remove the instrument cluster to get access to the bulbs.

The bulb is most likely burned out. You have to remove the instrument cluster to replace it.
Check your fuses. They are located on the left side of the driver's footwell, next up under the dashboard above the pedals.
i have dash light problems also and my easy fix is just hitting the dash . the lights all work again after i do!
its in the power distribution box under the hood, it will be the first fuse at the firewall closest to the fender
You hav to remove the inst. cluster and them disassemble it (just remove the back plate) and you will find the bulb in there.
There are about 20 of them...any in particular?

You will need to remove the inner trunk liner to access the mounting bolts. The entire rear light panel will need to be removed as one unit just to replace one bulb.
