This is termed as "Genocide" by international standards; the Convention on the prevention of Genocide, and in the United States is either a violation of Civil Rights: a crime under 18 USC 241 & 242 as well as a civil infraction under 42 USC 1983 - or if it happens to more than one person (a group) it is an act of Genocide under 18 USC 1091 (a death penalty offense). Please note that the original Convention on the prevention of Genocide notes that government as well as private persons are punishable under these laws, while the US version notes that term as 'whoever'.
