The concept of God is misunderstood by many. It is out of ignorance, we tend to give name and form to God. The reality is that God does not have a form and He is pure and self illuminating light. In mythology every aspect of Nature is addressed as a God. For example rain is considered as the duty of rain god. It is believed that if rain god is angry, he does not cause rain. The fact is God is omnipresence and omnipotent. He exists everywhere including a dead body. The God cannot be seen but can only be realized. Again God is not powerful. He merely watches your activities without partaking in your acts. The powerful thing is karma, the results of your thoughts and actions. Positive thinking and helpful acts are considered as powerful God. It is nothing but your higher level of consciousness.

I would have to say during the roman times, with the belief in powerful gods, many people had to believe that money was to be given to these gods, therefor, most money went to the ruler or dictator of the time, as a like a down payment for protection in that single persons home.
