Likely, a more appropriate question is "What do JW's believe the holy spirit is" rather than "who." The Bible often personifies the holy spirit by refering to it as speaking, teaching, feeling, and other traits that would lead a person to think of it as a person. However, other scriptures say that people can be baptised in it, they can be filled with it, it was used to make Mary pregnant with God's Son, it can be given and taken away according to God's Will, and people can even partake of it, spiritually speaking. (Psalms 51:11; Matthew 1:18; Matthew 3:11; Acts 2:4; Hebrews 6:4) We believe that the holy spirit is not a person, but rather it is God's power, His active force that He uses to accomplish His purposes. Interestingly, the Bible gives us the personal name of God The Father, Jehovah, and it gives us the name of His Son, Jesus. But there is never a personal name given for the holy spirit.

The holy spirit is the means by which Jehovah accomplishes his will. Note the comparison in the following two passages of Scriptures relating to the same event: "But if I cast out devils by the Spirit of God, then the kingdom of God is come unto you." - Matthew 12:28, KJV. "But if I with the finger of God cast out devils, no doubt the kingdom of God is come upon you." - Luke 11:20, KJV.
