The belt may have a sticky spot from a piece of tape or glue. Also check the pulleys and idlers to make sure they are intact.
The belt cover may have been installed incorrectly and either the belt or crank pulley could be hitting it, the belt may have been installed too tight or incorrectly also.
If the noise is coming from the engine area, it is most likely a loose and/or worn drive belt. Try pouring water on the belt when it makes the noise. If noise goes away, then suspect a belt.

It is obvious that whomever replaced the belt did something wrong. Take the car back to the person who replaced the belt.
Check the belt.
Check the condition of the accessory drive serpentine belt, belt idler pulley and belt tensioner pulley bearings.

Sounds like a loose or worn belt
don't know about belt; but the noise might be water pump or AC compressor (if installed). Mine has same. hi there mate I'm a Toyota tech. you need a need belt and tensioner its hydrolic therefore not adjustable.
Spray hairspray on the belt if it is making the noise or replace the belt or the pulley if its making the noise.
A loose belt that becomes more noticeable at cold temperatures.
Serpentine belt. If its cracked, frayed, or worn replace it before it breaks or you're in for a hefty repair bill.
