Spray hairspray on the belt if it is making the noise or replace the belt or the pulley if its making the noise.
Check the condition of the accessory drive serpentine belt, belt idler pulley and belt tensioner pulley bearings.
Most likely a worn serpentine belt. Replacing the belt with a new one should correct the noise. If not the belt, it could be the idler pulley, which is not putting enough tension on the above belt, causing it to slip and thus squeal.
You should not be getting belt squeal because it is a serpentine belt, and not a v-belt. The squealing is most likely a bad bearing in one of the pulleys. Whatever you do, do NOT use belt dressing on a serpentine belt, as this can cause more problems. I suggest you remove the belt, and turn each pulley by hand and listen for the squealing. Some, you may not be able to turn though, such as the crank pulley. They should turn smoothly, with no noise, or intermittent resistance.
Water from the road has splashed up into the engine serpentine belt causing belt slippage that makes a squealing noise. The sqealing is one of your engine assessories that use the serpentine belt to drive it.
The belt is slipping.
Check for a slipping drive belt between encine crank pulley and AC compressor pulley.
There is also a possibility that an idler bearing has failed but that noise is a bit different from a rubber on metal squealling noise. To be certain of the problem befor you start throwing parts at it is to remove the belt and check each pulley and idler pulley (on the tensioner) for excessive play and/or rough or lumpy feel when you rotate them by hand.
If that's the extent of the complaint, check the serpentine belt and tensioner.

You need to be a little more specific about the noise around the belt. I would suggest you check out the serpentine belt as it could be failing. If it is a grinding or squealing noise it could be a failing bearing in one of the units the belt powers. I hope this is of some help, if not ask again with more information.
