Depends on the target and your bank account. I know guys who can make 1000 yard shots with $500 rifles and guys with $10,000 rifles that couldn't make a shot that long if their life depended on it.

Yes.
Savage makes an out of the box, 1000 yard rifle capable of 1/2moa accuracy. I think retail is 1200 dollars.
No. A M14 is better at 600-700 M ranges. However, when there is a will (and lot of customization) there is a way.

2600 ft is about 792 meters. Several of us shoot at 1000 meters on a regular basis, and can hit a 10 inch diameter target. The longest documented rifle shot in combat is approximately 8,121 ft, using a .338 Lapua Magnum. Much of the ability to use a rifle accurately at such extreme ranges is the ability to read (and compensate for) winds, and heat mirages. Long range shooter Gary Wood fired a 1000 yard 5 shot group a while ago that was 1.859 inches. Sounds pretty accurate to me.
Assuming you mean who MAKES the best gun for 1000 yard shooting- there are several high quality makers of long range rifles. Most of the champion long range shooters basically have a custom built rifle- the action may be by one company, barrell another, trigger a 3rd, stock a 4th, scope and mounts by others. There is no ONE best. Sorry.

The 45/70 is best kept in the 0-150 yard range out of a lever gun.
There are 3 feet in one yard. Therefore, 1000 feet is equal to 1000 / 3 = 333.3 recurring (that is, 333.333...) yards.
1 yard equals 3 feet so: 1000*3 = 3000
