Most people would agree that President Obama has more and a better education than George W. Bush. He graduated with honors from Harvard Law school. Who is smarter seems blatantly obvious to some. If proper grammar, pronunciation, and factual accuracy would be the criteria, then there is no question that Barack Obama is better educated and smarter.
