There are actually 2 bulbs in each tail light. Most likely, one of these bulbs is burned out which causes the blinker to blink much faster.
Unless you look very carefully, you can't even tell that one is burned out since the other is probably still working.
A simple first step would be to check the fuses to these lights, then go from there.
