The blower motor is under the heat box on the passenger side of the interior. To replace it you disconnect the connector to the electric motor then take out 5 screws around the perimeter of the bottom of the blower.

Assuming the blower motor is working, it could be low on coolant, a stuck open thermostat, a plugged heater core or a faulty temp blend door actuator.
try looking at your resistor pack on the passsenger side lower the blower motor down and there is a heat coil and resistor in there
if it doesn't heat your heater core is most likely clogged and if it doesn't blow at all then the blower is messed up.
The heater core of a 2004 Chevy Tahoe is used to provide a source of heat to the cabin. When the heater is turned on, air is blown across the heater core which is constantly supplied with hot coolant from the engine.

You need to be more specific as to what is not working. The blower doesn't work? No air comes out? Air comes out but is cold?
Need to know if the blower is working or not and if the air coming out is hot, warm or cold.
if all speeds do not work id say is a fuse, but if you just dropped one or two speeds. replace the blower motor resister. sells for $60.00 at the dealer.
