A chemical reaction cannot be undone, whilst a physical reaction can be. When the tea seeps into the rest of the water, all you have created is a mixture. This can be undone by evaporating the water, and you will be left with just the tea. Because the mixture of tea and water can be undone (and does not form a new substance), I think it is fair to say that it is a physical change, and not a chemical one.
