Deleted a wrong answer-someone said "physical." It is actually a chemical reaction because it relies on the chemical properties of water and of the substances in the tea leaf. These substances-tannins, caffeine, and many others-dissolve in the hot water. The heat accelerates the reaction, but it is not a physical change. (Try steeping a tea bag in cold water-eventually you will get tea, although it will taste a bit different, probably because heat affects the dissolution of the various substances at different rates.)

i am confident it is a chemical reaction because once the teabag has submerged into the water you can then not separate the teabags particles because it has become a form of the liquid and cannot chemical change

you would think that tea was a physical reaction but it actually is a chemical reaction cause it relies on the chemical properties of water and the substances in the tea leaf. these substances-tannins, caffeine, and many other-dissolve in the hot water. the heat accelerates the reaction,but it is not a physical change. A chemical reaction cannot be undone, whilst a physical reaction can be. When the tea seeps into the rest of the water, all you have created is a mixture. This can be undone by evaporating the water, and you will be left with just the tea. Because the mixture of tea and water can be undone (and does not form a new substance), I think it is fair to say that it is a physical change, and not a chemical one.
