remove the the bowl on the carb and clean with carb cleaner, be sure to clean the main jet. and the small holes in the bolt that holds the bowl on, if these are plugged the mower will start but not stay running

you can put primer on scuffed surfaces. but really its a waste. if you scuff the paint with 320 grit sandpaper thats all you should need . unless you sand down to bare metal then you can hit it with primer
If the primer and paint are the samebrand, and are recommended to be used together. yes. no problems will occur. primer coats are generally thinner (lower viscosity) and simply are used to provide adhesion to top coats, so unless you are simply using the primer as an expander, i dont see the point.... but yes is the answer
