Contract law varies from state to state, but as a general answer for you, you don't have to pay a dime until the dealer delivers you exactly what he promised you in the contract. If the car is supposed to be new, but it has paint damage, you refuse to pay until he gives you the car you contracted for. If he continues to refuse, or is stalling, you can take him to court for breach of contract. If you do that, he will likely settle out of court b/c he is obviously wrong - make sure the settlement includes your attorneys fees.
