Check wiring from dash to rear,looking for damage.Have you fitted scuff plates or different fixing screws to these.Also check light switch as it may be your problem
check all brake bulbs a filiment may have shorted out
Believe it or not, I have had to disconnect the cig lighter in order for the tail lights to work. Sounds far fetched but it does work!
Your brake fuse might continue blowing in the 1995 Toyota Camry because you have a wire that is exposed and shorting out. You might also have an issue with the brake sensors.
check the brake pedal, there is a switch on the back of the pedal that depressed when the brake is depressed that turns the lights on, when this is loose it keeps the lights on.
there is a short somewhere in dash or heater, you need to fix that to stop fuses blowing

Try looking at your tail light socket if it is fried that will blow the fuse
Circuit overloaded, short in wiring, or the fuse you are using is not the OEM correct fuse.
its either a dead short or not properly grounded check that out
