There is an arm that must go to the choke and I'm not sure where. I think the plastice piece might be broken.

This can happen on really steep hills but it could be a number of other reasons. Use the link below to ask Briggs and Stratton directly. It is a lean condition caused by the main jet and is a common problem. EPA (emissions) carbs tend to run lean. Replace with next size larger jet.
