This question can best be answered by the university itself. All you have to do is make an Indian Postal Order of Rs.10/- in favour of IPO / Registrar JNR RVD University Pratapnagar, Udaipur (Rajasthan) and send this alongwith letter in which you ask the same question and any other relevant information under Right to Information Act. The university has to reply to you with in 30 days. I am sure you will get the best possible information on the issue.

Yes it's valid. You can check the list of approved universities in UGC's website or NAAC website. The full name of RVD university is 'Janardan Rai Nagar Rajasthan Vidyapeeth (Deemed) University', so you should be looking for this name.
