The question is not answerable because it's misstated. The Democrats control the House by seats, not votes. Just because a representative is a Democrat does not make it a given that that rep's vote on a bill will go with the Democrats' agenda.
The Democratic Party controls the House by 235 seats to 198 seats, impressive, but not enough to override a veto without Republican support. They have enough to pass a bill by simple majority, which happens at 218 votes based on the current house size of 435 members. That would mean that 18 Democrats voting away from party lines is enough to cause a bill to fail to pass outright and 17 defecting causes a tie which also doesn't pass the bill.
