No. Firstly you cannot cash a check made out to another person and it is a crime. Secondly, if you want to open an account in your name, you can use only cash or a check that is payable in your name i.e., the name of the account holder. If you try to use the other persons check, the bank may politely refuse you or in worst case raise a complaint against you for forgery with the cops.
Yes. The bank can freeze any account that is held by a customer with the bank. But, this does not happen at the banks wish. Usually a legal order by law enforcement agencies (police or cops) is required to do so. Usually cops and federal authorities freeze bank accounts of terrorists and known malicious elements of the society.
Yes. You can find a person from his bank account but this cannot be done by everyone. Only law enforcement authorities like cops can have access to this information. They legally have the right to get details pertaining a customer's bank account including his name, address, phone number etc. A normal customer cannot get access to this information.
It happens all the time. Every department has items that would be nice to have and in fact would help the department run better. Those dreams are submitted in the budget. The budget also lists the items which are necessary to continue at last years level. Every hospital needs more equipment. Every sheriffs' department needs more cops. Every library needs more books.

call the cops
You call the police if you know who it is or you can call the cops and have them get a positive i.d. on the person and they will be aressted.
Parents can either call the cops on you, or for you. They can call the police and tell them that you are to hard to handle as a child. The police would probably contact Child Protective Services, and they would either place in a home where you are easier to maintain and watch. They could also put you in Juvenile Hall if you break more serious rules. They can also call the cops if they didn't know where you were and the police would find you. The police would probably call the DSS (Department of Social Services).
I think you should call the cops if someone is abusing your residents. That would be the right thing to do. If you know them or you are one of them then you should turn yourself in or call the cops even if you know them well.
For example, if you call and turn someone in for something, do they tell that person who or what number the call came from?
