Pull the brake adjustment plug and back off the brake adjusters. You may also need to heat the drum near the center where it rides on the axle. Sometimes the drum is a little tight on the axle and the heat will cause the drum to expand just enough to get it off. use a slide hammer

First, determine if they are disc or drum. If drum, remove the drum and replace the shoes. If they are disc, remove the caliper (and disc if necessary) replace the shoes and reassemble.

If I'm reading the question right, the brakes release when it cant grip the road to avoid a spin out. This would be caused by the ABS. If it is not from the ABS, something could be having trouble, so it would be best to check it.
There are disc brakes front and back on the Cherokee. EDIT: Cherokees (XJ) have Drum Brakes in the back. Disc in the front i don't know if you were referring to the new Grand Cherokees .. Those have All Disc. Hope it helps. (i own a 88 Cherokee XJ)
