Yes of course they can, the difference between a 185/60/14 tyre and a 185/65/14 tyre is the tyre is 5mm difference in height.
Just make sure you replace them in pairs(front two/back two/all four) and not one single tyre as this will put your wheel alignment/tracking out of position.
The 60 and 65 is the % of width. The difference in profile aka aspect ratio, height of sidewall is 111mm on the 60 and 120.25 on the 65 a 9.25mm difference
Only one tire is 185 65 14. The other 3 tires are 185 60 14. Should that have been
Yes, but your speedometer will read 1.5 mph fast.
Yes, this is an acceptable swap. Know that your speedometer will read 59.3 at a true 60 mph.
Yes, this is an acceptable swap as there is only 1% difference in overall diameter between the 2 sizes.
Sure it can but this is a swap I would not recommend at all. Reason being the 60 series tire will be 6% smaller in overall diameter and this would be a horrible swap. Your speedometer will read 63.8 at a true 60 mph. Your fuel mileage, handling, and ride will suffer. If you wish to go to a 60 series tire then go with a 215/60-14. You speedometer will be perfectly correct and your mileage, ride, and handling be still be as good as the OEM tire size.
Please give the whole number, NOT just part of it. Whole number will be something like this - P185/60R-14 95H . IF the last number and letter are same then it is a substitute
Yes they can be interchanged and changed out. When doing this change one must make sure they are changed out in equal pairs. The two fronts and two backs have to be changed at the same time in order for it to work. One may also need to change the axle in some extreme conditions.

The 185-60-14 tires are general tires. They can fit most vehicles and are all season tires.
No, this is not a good swap as the 15" tire will be too large. Your speedometer will read 58 mph at a true 60 mph. You can use 185/65-15 which is a very good swap.
