Yes, when the Halo 3 campaign was created, they greatly decreased the difficulty level. So when you play legendary on H3, it is the equivalent as heroic in H2. They did this because they wanted to have people actually finish the campaign. And the addition of the great number of minors.. Like the 8 year olds all of us XbL players know and love.
